DSEAR and ATEX are abbreviations for "The Dangerous Substances and Explosive Atmospheres Regulations 2002" (DSEAR) and Explosive Atmospheres Directives 99/92/EC (ATEX 137) and 2014/34/EU ATEX, which are enforced by Health and Safety authorities, Local Authorities, Fire Brigades and Petroleum Licensing Authorities.

These regulations require that regular inspection of the existing equipment in hazardous areas is conducted, to confirm that it has been designed, constructed, installed, maintained and operated in such a way as to minimise the risk of an explosion.

DSEAR and ATEX are a set of regulations introduced to protect people from the hazards arising from potentially explosive atmospheres in the workplace. A legal responsibility has been placed upon employers to provide their workers with protection in line with the details described by these regulations. DSEAR / ATEX are most applicable to industries where potentially explosive atmospheres can be present. These include chemical manufacturing, petrochemical industry, pharmaceutical industry, mining, manufacture and storage of bulk powders and flammable liquids or gas.
